The Fourth UN High-Level Meeting of the General Assembly on the prevention and control of noncommunicable diseases and the promotion of mental health and wellbeing (HLM4) in September 2025 is a key opportunity to review progress and renew political commitments to put the global response to NCDs back on track. 

After discussions between UN member states, civil society, people with lived experience, and other key stakeholders, the General Assembly will ultimately produce a political declaration, affirming their commitments and setting goals for the future. NCD Alliance is optimistic that this document can be a strong statement on the importance of NCDs and the path ahead.

NCDA civil society network has prepared this suggested language for the political declaration to bring our members’ priorities in one place and in a format that will be useful for member states. We encourage NCD stakeholders to use it as a tool in their own advocacy with UN missions so that we can speak with one voice during this important moment for NCDs.
