    Each card in this set briefly focuses on one of the five gaps identified as priority areas of action for civil society to help to bridge the gap on NCDs: Leadership, Accountability, Investment, Care, and Community Engagement. This card introduces the leadership gap, provides an overview of what the leadership gap is about, and proposes actions for civil society to consider taking in order to accelerate progress ahead of 2025 target deadlines.

    The Toolkit provides background on the concept of accountability to the NCD civil society community, and resources to support civil society monitoring initiatives. The 2020 Toolkit is an update from a previous version from 2013, which included a benchmarking tool that was used by several national and regional alliances to produce civil society status reports in the lead up the 2014 UN High-Level Review.

The gaps are outlined in full in the companion document Bridging the Gap on NCDs: from global promises to local progress and pinpoint the major barriers to meaningful progress, based on opinion surveys of the NCD Alliance network and drawing on WHO data and peer reviewed research.
